Rutgers University Tuition Assistance Programs
Rutgers University–Camden, Rutgers University–Newark, and Rutgers University–New Brunswick each offer a “last dollar” undergraduate financial aid program that builds upon New Jersey’s Garden State Guarantee (GSG) to make college degrees more accessible and affordable.

Students who began attending Rutgers in fall 2022 through spring 2026
While eligibility criteria have recently changed for incoming students, students who entered Rutgers between Fall 2022 and Spring 2026 may be eligible for special exception provisions if they meet the following criteria:
- Previously received Rutgers Tuition Assistance Program funding for at least one semester
- Maintain continuous enrollment from semester to semester (Fall to Spring) across subsequent academic years
- Continue to satisfy all applicable eligibility requirements
The programs consist of three funding tiers based on household adjusted gross income (AGI) as reported on the Free Application for Federal Student Aid (FAFSA) or NJ Alternative Financial Aid Application (NJAFAA):

Students may receive a maximum of 8 Rutgers Tuition Assistance Program payments.
students who begin attending Rutgers in fall 2026 and beyond
Students with an annual adjusted gross income (AGI) between $0 and $65,000, as reported on the Free Application for Federal Student Aid (FAFSA) or NJ Alternative Financial Aid Application (NJAFAA), will pay a net price of $0 for tuition and eligible fees (includes school, student, and technology fees) if they meet the following criteria:
- Maintain continuous enrollment from semester to semester across subsequent academic years
- Continue to satisfy all applicable eligibility requirements
Students may receive a maximum of 4 Rutgers Tuition Assistance Program payments.
Students will automatically be considered for the GSG and Rutgers Tuition Assistance Programs when they complete the FAFSA or, if they qualify as a NJ Dreamer, the NJAFAA, by the posted state deadlines. Please use school code 002629 for Rutgers University.
Students who have earned 60 credits or more are evaluated for GSG eligibility (across all campuses), and students who have earned fewer than 60 credits are evaluated for eligibility in the campus-specific programs noted below. Eligibility criteria are subject to change.
Please note: In accordance with the New Jersey Higher Education Student Assistance Authority’s (HESAA) policy, households with negative AGIs or no/null AGIs are not eligible for the GSG or Rutgers Tuition Assistance Programs.

Rutgers University–New Brunswick, Scarlet Guarantee
The Scarlet Guarantee is a signature Rutgers–New Brunswick program designed to make college more accessible and affordable, offering a “last dollar” financial aid award that covers the cost of in-state tuition and eligible fees for qualified students who have earned less than 60 credits. Together with the Garden State Guarantee, these programs provide a transformative opportunity for students that will bridge the resource gap needed to start and finish their undergraduate higher education journey.
